Naches-Selah Irrigation District

The Naches-Selah Irrigation District (NSID) provides irrigation services to approximately 2,200 parcels of land and is authorized to irrigate 10,600 acres. Our water is sourced from the Naches River near the junction of White Pass and Chinook Pass. NSID holds the State water rights in trust for the water users in our district. Most of our water supply is senior, non-proratable with 80% of the water used for agriculture purposes, with much of that as orchards. District Map

NSID was incorporated as an irrigation district in 1916 as a type of special purpose district which is a limited purpose local government created to provide a specific service, such as fire protection, libraries or irrigation. Special districts are a political subdivision of Washington state. However, it all began in the late 1800s as a for-profit venture as the Selah Canal Company. The District is governed by a three-member Board of Directors responsible for setting policies and operational oversight. Each are elected for a staggered three-year term.

Meet the dedicated management at Naches-Selah Irrigation District, who works year round to manage the operations and maintenance of District business and facilities. Justin Harter

District Manager

Justin Harter has been the NSID District Manager since 2004. He started his career with irrigation districts in 1997 at South Columbia Basin Irrigation District. Serving as a director on the board of Washington State Water Resources Association since 2009, president 2014-2015. Active in other organizations. NSID Board created the position of District Manager in 2004 to implement their vision of an improved District with modernizing and rebuilding the system to serve into another century.

Office Manager

Heather Hadsel joined NSID in 2021 as the Office Manager with 15 years of experience in board management, finances and business operations. She gained a broad perspective in her career of the interests of state, federal, and tribal governments, nonprofits and landowners that work together to ensure an enduring source of water for all our needs in the Yakima Basin.
